James Devine, Ward 4 Councilor and 2023 candidate for re-election, answers QV!’s questions

  • Scituate Public School up to Middle School. Xaverian Brothers High School in Westwood, and 4+ years at NorthEastern University, 25+ years Devine Contracting, and most recently 6 months as Quincy City Councillor Ward 4. The most important education was the morals, ethics, and life lessons I learned from my parents.

  • I believe I am the best candidate to represent our residents is;

    1) I have spent the last 3 months campaigning and 6 months working as Ward 4 Councillor

    2) I have focused on every neighborhood to see what each one needs personally.

    3) I have create great relationships with the Traffic Department, Department of Public Works, Parks Department, Ordinace Officer, Inspectional Services, National Grid, Mass Dot, Department of Conservation and Recreation, Quincy Police, Quincy Fire, Quincy Community Action Program, and the Health Department. These relationships help me perform for the concerns of Ward 4 neighbors. Its about getting things done

    4) I have a very strong connection to Ward 4 for almost 20 Years raising my two children through all the public schools in Ward 4, Della Chiesa, Lincoln Hancock, Sterling (South West now)and finally Quincy High Schoo (not in Ward 4)

    5) l also have a strong connection to our local Stores Like Curry Hardware, The Donut King, Sly Fox, The Brownie Lady, and many more, I am a shop local kinda of person.

    5) Most importantly I continually reach out to everyone I see in Ward 4 to listen, engage, and build relationships.

  • 1) Traffic and speeding through our neighborhoods is a big concern. I have been working closely with our Community Police Officer and the New Chief of Police.

    2) Mass TOD ""Transit-Oriented Development"", I am concerned about large developers coming in and taking over the area around the Quincy Adams T Station. I will continue to work with Quincy Planning and Development to help control and influence the best for Ward 4.

    3) The most important concern is what is affecting each neighbor, it usally seems small, but it is not to the neighbor that is struggling to deal with what ever situation they have. I will listen and find a resolve. Please reach out with any problems you have.

  • Cleaner Greener Quincy, Adopt an Island, Lincoln Hancock Elementry Polar Plunge, South West Middle School Color Fun Run, Multiple Sclerosis Cape Cod 50 Mile Walk, Cops in the Park Quincy Recreation at Kincade Park, to name a few.

  • I will communicate through Social media, letters, phone calls, emails, community events, and in person visits. Everyday as I drive around Ward 4, I pull over and talk to anyone outside there home, sometimes I catch the dog walker or a relative that smirks and says they dont live in the house. I am self employed and have the ability to meet any neighbor at my home, their home, a coffee shop, anytime and place of their convenience. We recently had a neighborhood meeting that started at 8PM, in a parking lot. I am extremely flexible and commited to being available.

  • When my daughter was in 3rd grade, her grades started to drop, my wife and I had a meeting with her teacher. The teacher started to tell us that the girl sitting next to our daghter struggled in school. She informed us that our daughter's grades were lower because of this distraction. At the same time the teacher informed us that our daughter was actually helping this girl. The teacher said she saw improvements in the other girls grades and mental health. Then there was mention of what to do and possibly moving our daughters seat. Instantly, we informed the teacher not to move our daughters seat, this other girls well being was more important than our daughters grade "A". If you don't look back and help the people behind you when climbing a mountain, you might get up to the top, but you will be alone.

  • 1) I will work closely with Quincy Housing Authority to ensure that they receive the proper support for future expansions and construction. I will make sure to support finacially and with possible land acquisitions.

    2) I will aslo support 55+ housing developments.

    3) I will support non-profit low income housing, like Neighbor Works Housing Solution and others. Many of these projects are true low income housing, with rents set at 30% of a person wages.

  • I would continue to work with Damion Outar, our Community Liaison. I will continue to particpate in all of our great events that promote diversity and Inclusion, like the Quincy Multicultural Food Festival, August Moon Fest, etc.

  • I will have to recuse myself from voting for conflict of interest reasons which I explained in the Patriot Ledger last winter. The City Council is 9 Councillors, 3 At-Large so 8 Councillors will be voting. The 3 At-large Councillors can represent Ward 4 constituents.   • Work closely with QCAN, Quincy Climate Action Network

  • Things that I am doing to promote civic participation in Quincy:

    1) I have started setting up a Tulip Program: which is where Students from Lincoln Hancock School will plant tulips at the Shea Park in late September. In the following spring they will be able to see the tulips bloom.

    2) I have started setting up a one time art project with South West Middle School. Students will be able to draw one of three scenes from Ward 4, three winners will be picked. The three winners will have their drawings painted on the Concrete wall at the intersection of Arthur Street and Nelson Street.

    3) I will help promote, participate, and donate to the Polar Plunge for Lincoln Hancock

    4) I will participate and donate to South West Middle School Color Fun Run

    5) I will have more barbecues next year than I did this year

    6) I will participate again in the Shea Park Tree lighting.

    7) I hope to be working again with students in South West Middle School helping them learn the process of local government.

    8) I will attend as many programs and events as possible at The Ruth Gordon Ampitheater, The Hancock-Adams Common, and the many other programs and events through out the City of Quincy.

    9) I will participate and promote Cleaner Greener Quincy.

    10) I have adopted several areas in Ward 4 to maintain, encouraging Cleaner Greener Quincy all year round.

  • 9.5% from developers, I believe it is illegal to take donations from companies/buisness, 0%! 65% is from Quincy residents

  • Yes, even if they conflict with my personal opinions, I will represent the opinions of the majority of the constituents.

  • At this time I believe No, the Specialized Strech Code would create a financial burdin on constituents trying to build a home or renovate more than 25%.
